Import/Export and Backup/Restore with API Keys

Build 2.5.2679

I created an API Key for our database (not with Admin access). I exported and imported records. However, I could not backup the database. I just get "Task Backup Database has failed for Database <DatabaseName>". That's it. There isn't any more to that error. 

Is this by design? Should I be able to export and import data with the api key but not backup/restore the database? (I didn't actually try a restore.) And why did I get such an unhelpful error message?

Also, backup does work if I use an API Key that has Admin access to all databases.

So the issue is actually a UI issue WRT to showing the real error message
