Probably not. The default install sets the product language to the OS language. English is also always installed. This is ideal for the vast majority of environments. If you need something else, read on.
The MUI Reader always contains the base English resources. To support another language, an additional resource bundle is added to the installation. Therefore, English is always present, and the single language Reader is about the same size as the MUI Reader.
Installer filenames include a locale identifier consisting of consists of a languagecode and a country code. For example, the Reader installer filename is in the form ofAdbeRdr_.exe. Thus, AdbeRdr10_en_US.exe is an English installer.

I downloaded the MUI client from Adobe "AdbeRdr11000_mui_Std.zip" and created a MST file with the wirzard. The setup does not install the locale folder with the additional language files when I'm using silent paramter like qn/qb/qr. There are also missing other language files(filesname are same but the have another extension like .DEU for German) in other folder.
I think I solved the problem.
I had the same problem like you. The "locale" folder didn't install, so only english was available.
I install the Adobe Reader 11 MUI normaly (not in the silent mode) and choose another language as english.
After the installation I found the "locale" folder in the Programmfolder of Adobe Reader.
I copied the locale folder into the Customitization Wizard an overwrote all files.
Then I install the created setup and i works.
Just recently, my French users reported that while their Reader GUI is in French, they cannot add their initials or signature to a pdf via the "Fill & Sign" option on the toolbar. I tested in English and it works, but when Reader is in French (or any non-English language) it doesn't work.
May this is a bug because have a look to the sort order in the folder list. It should be under Legal but is under Browser. The German language files has a key icon which means it's not possible to deselect it for installation.
I Just wanna know out of curiosity, what language is Acrobat programmed in, I would like to see if I can make my own type of application similar to Adobe Acrobat, even though I know it will most likely be a long and hard process, just something I'd like to work towards and perhaps make it open source
Many screen reader applications support multiple languages, and can switch on-the-fly between supported languages, using the appropriate voice and rule set for the current language. However, currently screen readers are unable to determine what language a document is written in, or if the language changes within that document. Therefore it is important for authors to define the language of the document or web page, and to identify the language of any blocks of text that deviate from that default language.
In HTML the language of content is identified using the lang attribute, the value of which is a standard BCP 47 Language Code. For example the following tag identifies the entire HTML document as being an English:
If a paragraph, table cell, list item, or any other block of text changes from the default language of the page, that too must be marked up with a LANG attribute. For example, imagine that our English document contains a short paragraph in French, as in the following example:
If you are re-directing the user to a page or document that is in a different language, the link should contain an HREFLANG attribute (like the A tag of the following example). If that link is written in a different language, it should be wrapped in a LANG attribute (like in the P tag of the following example).
In Microsoft Office, select Review > Language from the application menu to define the default language. To define a different language for part of the document, select each foreign language individually, then select Review > Language to define the language for each.

Both assistive technologies and conventional user agents can render text more accurately when the language is identified. Screen readers can load the correct pronunciation rules. As a result, users with disabilities are better able to understand the content.
Open the Tags tab in the Show Order Panel and select the tagged word or phrase that is in the different language. You can also use the Options menu in the Tags tab: select Create Tag from Selection.

How do I change the language in adobe acrobat pro XI to English? I think it is in Japanese now, which I do not understand so it is hard for me to change it. I have re-installed it twice to correct this issue.
