Thanks I've now solved this so will share my solution.
The automated driver utility didn't work and wouldn't offer a viable driver.
The driver download page offered the driver listed above but it wouldn't install either. However, in the download page there is a release notes link. By following this I found in this document a link to legacy drivers further down the page.
However, the legacy driver wouldn't install either!
In the end I solved this by ignoring the recommended options and instead going for the "optional driver" package of legacy and non legacy drivers in a single download package. For some reason this worked where neither current or legacy drivers would install singularly.
Glad you finally was able to install your the AMD Driver even though I really don't understand exactly how you did it when you mentioned this in your last reply: " instead going for the "optional driver" package of legacy and non legacy drivers in a single download package"
Yeah I'm unsure why the standalone legacy driver won't install nor the support tool suggest the correct driver.
The only difference I can see is whereas the standalones are all labelled as 2020 updates, the optional all in one driver is 2020 update but with a 2017 at the end of the .exe maybe hinting it's an earlier release. Not sure, but just wanted to post the solution for anyone who encoutners the same.
Within a week of install, I started experiencing my screen going black while playing heavy games.... I had to wait about 30 seconds or more till the screen came back on while the system was actually running... I installed latest 13.1 catalyst drivers for my ati mobility 4650... But to no avail....
1.) Download the ATI Catalyst 10.2 Windows 7 Vista (64-bit) legacy driver, start the installation and abort it - so you got the files unzipped

A variety of operating systems are supported via a common API, including 32/64-bit versions of Windows 7/Vista/XP, DOS, Mac OS X, Linux, QNX and Solaris. Standard drivers are included for DirectShow, Twain, QuickTime (VDIG), Video for Windows, NetMeeting and Common Vision Blox.
Because it's considered a legacy driver to AMD, they recommended to download Catalyst to use the driver, but unfortunately after I downloaded it and installed it, the computer still doesn't go beyond 1024x768 and can't use the Aero theme. The graphics card is still listed in the device manager with the warning triangle next to it.
- Open the Device Manager (right click on Start-Icon in left corner), go to "Graphics Card"
- Right click on the card and select "Update driver..." from the context menu (first entry)
- Click on "Search for a driver on the computer" (second entry)
- Click "Select driver from list"
- Click on the "Device..." button in the right corner
- Select the driver file (*.inf) from the extracted ATI folder. In my case, this was C:\AMD\Support\13-1-legacy_vista_win7_win8_64_dd_ccc\Packages\Drivers\Display\W86A_INF.
