Little changes to the mailing lists

Hi everyone !

We talked about it in the past, and now is the time; we are going to
change the two mailing lists a bit:
- The rathaxes internal mailing list will become
rathaxe...@googlegroups.com, and be readable to the public.
- The rathaxes-devel mailing list will now be exclusively english, to
avoid leaving people out of the loop if they are interested in what's
happening
- The rathaxespublic mailing list now becomes
rathaxes-an...@googlegroups.com, and will feature only the
most important info about the project.

Also, we will try to use a bit more our twitter account, maybe put in
place a github mirror of our hg repository (we already own a github
organization), and globally try to communicate on a more regular
basis.

Thos changes were brought about by the really good reaction that
welcomed our presentation at FOSDEM 2013 this week-end, about which a
little digest will be written by Louis on the announcements mailing
list.

TL;DR The rathaxes mailing lists' addresses change, and they now
become exclusively english

Btw a big step was done in FOSDEM 2013...

This year IS the crucial year for us! If we achieve all the needed stuff, no return is possible.
