When Chet Treptow, a first-term senator from Illinois, is killed in an air disaster, his brother Gabe is chosen to finish out his term in the Senate. As soon as Gabe arrives in Washington, Rosemary Kosta, a free-lance journalist, begins asking questions about the plane crash, and eventually persuades Treptow to launch an investigation. As the two probe into the circumstances surrounding the crash and another similar one that occurred two weeks earlier, their worst suspicions are confirmed.
