For what it is worth:
From FAA data, there are 457 PA-25s currently registered in the U.S. In an attempt to determine the breakdown between towing and agriculture application usage, I went state by state sorting based on the registered owner's name and or address. I may have missed a few but probably not enough to be statistically significant.
By my count, 131 of those are owned by soaring clubs or commercial glider operations with an additional 56 owned by banner towing operators.
This equates to 41% of the currently registered PA-25 are involved in some form of towing function and not in crop dusting operations. Although this percentage is less that I would have guessed, there is still a significant percentage of PA-25 that are operating in a significantly different regime than ag application work.
What this data point is worth, I am not sure. I do agree with John (QT) that any alternate inspection method or schedule needs to be made on an engineering or technical basis. Hopefully someone can use this in a risk matrix that supports that.
