USAID’s Global Development Lab is recruiting passionate, problem-solving individuals in the fight against extreme poverty. Two teams in the Global Development Lab (Lab) with the Center for Digital Development are looking for candidates.  The Lab is looking for individuals who want to work with a dynamic team of technology and policy experts committed to transforming the use of data, information systems and technology in international development.  These teams invest their time in helping create enabling environments that foster data-driven decisions for a range of development challenges, including response and recovery efforts related to the Ebola crisis.  Positions range from entry to senior-level and are based either in Washington D.C. or in field offices in Guinea, Sierra Leone and Liberia.   The eight open positions include:

Washington, DC-based Openings

HIS Lead (Digital Health), Supporting the Development Informatics  and Ebola Recovery Teams

  • The HIS Lead is a key technical role on the Development Informatics team within the Center for Digital Development of the US Global Development Lab, and will oversee Digital Health field implementation efforts in Liberia, Guinea and Sierra Leone and associated global initiatives supporting them.

  • The position is based in Washington DC with up to 40% travel to USAID Missions and global convenings.

  • The ideal candidate will have extensive experience implementing Digital Health (eHealth/mHealth/HIS) solutions in developing countries and is passionate about helping to create and integrate effective technology solutions that will improve health outcomes of programs of USAID and its partners.


ICT4D Specialist, Development Informatics Team

  • The ICT4D Specialist will be a technologist on the Development Informatics team within the Center for Digital Development of the US Global Development Lab, and will provide technical advisory and direct information system design and implementation.

  • The position is based in Washington DC with up to 40% travel to USAID Missions.  This is a 6 month position, with the potential to extend for an additional year based on performance.

  • The ideal candidate will have robust community-level experience designing and implementing technology solutions in developing countries and is passionate about using this experience to build technology solutions that will enable data-driven decision making by USAID and its partners.


Adaptive Management/ICT4D Project Manager, Development Informatics Team

  • The Project Manager provides support to a diverse group of technical staff, performing a variety of both complex and routine programmatic duties on the Real-Time Data for Adaptive Management (RTD4AM) and Digital Development FSN Fellowship (DDF) programs

  • The position is based in Washington DC.  This is a 6 month position, with the potential to extend for an additional year based upon performance.

  • Duties range from operational management activities such as activity scoping, resource planning, and project timeline management to direct engagement with implementing partners and USAID Missions to ensure that project activities are running smoothly.

  • The ideal candidate will have  exceptional organizational and project management skills, is experienced in complex stakeholder management, and can manage multiple time-sensitive tasks simultaneously. The individual must develop a working knowledge of USAID policies and guidelines. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily and with relative independence.  

Adaptive Programming Toolbox Lead, Development Informatics Team

  • The Toolbox Lead will be responsible for the design and testing of the Real-Time Data for Adaptive Management set of tools.

  • The position is based in Washington DC with up to 40% travel to various USAID Mission countries

  • The Toolbox will focus on how USAID’s development programs can become more adaptive, by using  digital real-time data, to improve program delivery and more effectively meet development objectives.

  • The ideal candidate will have considerable knowledge of USAID Missions, have implemented programs that focus on performance/operations management through improved decision-making, and familiar with change management strategies for development.


Program Assistant, Development Informatics Team

  • The Program Assistant plays a core operational role on the Development Informatics team within the Center for Digital Development of the US Global Development Lab, and will carry out strategic operations as well as provide administrative support.

  • The position is based in Washington DC.

  • The ideal candidate will have exceptional organizational skills, professional demeanor, and goal orientation, with the ability to drive multiple time-sensitive tasks independently and is passionate about the mission of the Development Informatics team within the Global Development Lab and USAID.


Field-based Openings

Liberia ICT Advisor, Ebola Recovery Team

  • This position will engage with the Government of Liberia, private sector, and other stakeholders on ICT policy and programming, with a focus on e-government and connectivity; and providing strategic guidance to the USAID team in Liberia in integrating technology into development programming.

  • The position is based in Monrovia, Liberia with travel to Washington DC.

  • The ideal candidate should have an understanding of commercial and public aspects of connectivity and e-government; comfort designing and managing ICT projects in low-resource settings; ability to communicate technical programming, and how it links to improved development outcomes, to a wide range of audiences; proficiency in soliciting viewpoints from multiple stakeholders; and ability to understand, manage, and shape the work of partners and technical consultants. Previous regional experience is preferred, but not required.

  • The ideal candidate will have significant managerial and/or technical experience in one or more of the following areas: ISP management; connectivity; telecommunications; ICT policy development and advocacy. E-payments experience is optional, but valued.


Sierra Leone ICT Advisor, Ebola Recovery Team

  • This position will manage a portfolio of USAID Global Development Lab-supported Ebola response and recovery activities in Sierra Leone; engaging the Government of Sierra Leone and other stakeholders on ICT policy and programming, including connectivity, health information systems, digital financial services, ICT for agriculture; and providing strategic guidance to the USAID team in Sierra Leone in integrating technology into development programming.

  • The position is based in Freetown, Sierra Leone with travel to Washington DC.

  • The ideal candidate will have comfort designing and managing ICT projects in low-resource settings; ability to communicate technical programming, and how it links to improved development outcomes, to a wide range of audiences; proficiency in soliciting viewpoints from multiple stakeholders; and ability to understand, manage, and shape the work of implementing partners and technical consultants.  Previous regional experience is preferred.

  • The ideal candidate will have will have significant technical experience in one or more of the following areas: Health information systems, connectivity, ICT for development, telecommunications, digital financial services, ICT policy development and advocacy or ICT for agriculture.


Guinea ICT Advisor, Ebola Recovery Team

  • This position will manage a portfolio of USAID Global Development Lab-supported Ebola response and recovery activities in Guinea; engaging the Government of Guinea and other stakeholders on ICT policy and programming, including health information system and telecommunications; and providing strategic guidance to the USAID Guinea Mission team in integrating technology into development programming.

  • The position is based in Conakry, Guinea with travel to Washington DC.

  • Core competencies of qualified applicants should include: comfort designing and managing ICT projects in low-resource settings; ability to communicate technical programming, and how it links to improved development outcomes, to a wide range of audiences; proficiency in soliciting viewpoints from multiple stakeholders; and ability to understand, manage, and shape the work of implementing partners and technical consultants.  Previous regional experience is preferred.

  • The ideal candidate will have significant technical experience in one or more of the following areas: Health information systems, connectivity, ICT for development, telecommunications, digital financial services or ICT policy development and advocacy.

  • French language proficiency is required for this role

Hello all,

Thanks to everyone who applied for the jobs our team at USAID listed.  All of the positions have closed except for one, the HIS lead.  If you are driven by potential that digital tools have on improving health services, you still can apply.  

In this role you will be directly involved in shaping the global dialogue around how we invest in digital technologies in health. The role will work closely with both USAID's Global Health Bureau and the Global Development Lab,  helping create an agency wide strategy for Digital Health and contributing to the global efforts of Health Data Collaborative.  You will also be guiding innovative programs on the ground in West Africa working with multiple USAID missions. the Ministries of Health and partners. 

In this role you will be part of the the leadership of a dynamic team that is committed to doing development differently and see the appropriate use of technology as a catalyst for change.  If you are frustrated with working on pilots or with how funding limits the potential that technology brings to health, apply and be part of the change.
