RapidSMS 1.0.0 works nicely

RapidSMS 1.0.0 works nicely. I've been testing it in a virtual machine with Ubuntu 18.04, Python 3.6, Django 1.11, django-tables2-reports, django-graphos, an old MultiTech GSM modem, Database router and Kannel. You should consider updating the documentation and the start project template. The settings file has also changed.

Hello, I am the official documentation to install rapidsms 1.0.0 but I still have problems whether it is on debian 10 or windows 10. NB: I use python 3.7 and 3.8
