Same issue with me as well, 
I see many people mentioned version above 8 which I don't see on the github page.

Versions above 8 are available at https://github.com/nyaruka/rapidpro , but they're under a different license (Business Source License)

As far as I'm aware, there's a delay before it gets released under AGPL at https://github.com/rapidpro/rapidpro
