An idle moment found me looking at the New England Randonneurs site and a comment there came up about not being able to ride a BMB due to insurance issues. 
Isn't the answer to that for any wanting to ride a BMB - and for Rando groups wanting to put on a BMB - is to require riders to join the Quebec group (https://randonneursquebec.ca/en/home/) so that once they crossed the border they would be covered by that groups insurance?

No. A lot of research has been done on this. You may know that I straddle the border. RUSA would be sued for a RUSA event and QC insurance wouldn’t cover a RUSA event.

  Lack of liability insurance also spelled the death of LOL (Lap of Lake Ontario) 1,000k/1,200k, as well as a few other routes we used to run cross border in Central/Western, NY.

  As Dave mentioned, we've been working on this for several years to find insurance, or link up with a Canadian club, but have found no acceptable solution.

  Now, if somebody wants to ride LOL, I'm happy to forward a cue sheet, but it won't be as a sanctioned event. I think it would be pleasant as a low pressure week's tour. If you've never crossed borders on a bike, it's an interesting thing to cue up in line with the cars, semi's, etc., passport ready, and every crossing I've used treats bicycles differently.

An alternative I suppose is to ride outside the RUSA mandate. John Ceceri - a good friend - runs the Saratoga, NY brevet series and each year organises the 400 mile Montreal Double Double which goes from Schuylerville, NY to Montreal and back. The next edition is in two weeks and is sold out.

CVRQ (Club Vélo Randonneurs du Québec) had some cross border rides previous years (they skipped this year due to the politics). I have no clue what they do for the insurance...
