OK, I hope this isn't too far out in left field.
The value of an association of grass roots associations ( RA's
) is to gripe!
This has huge value because we get to share neighbourhood
critical issues across Ward boundaries.
These issues, through consensus, can then become targeted
issues.
For example in our downtown neighbourhood, by my estimation,
slumlords have purchased one half of our R3 Zoned housing stock ( total
625 ) and have filled those houses with as many post secondary students as they
physically ( not legally ) can hold.
This has removed any chance of these houses becoming normal
rental apartments hence further declining our active residential
base.
It also has meant that most of these properties have illegally
paved front yards ( contained within the public boulevard ) filled with large
number of permanently placed garbage bins reflecting the number of residents )
with no action from Solid Waste or Transportation ROWM.
Neither Tracey Cook, MLS head or Councillor Vaughan has been
able to have any effect on this issue because it seems the legislation is based
on 'shifting sands' even though the 'spirit' of the rooming house by-law is
clear. Only 4 licensed rooming houses out of 300 presently.
Meanwhile, even though every effort has been made on our
part the neighbourhood is hanging on by it's nails while the slumlords
blockbust us and the City looks on perhaps in amazement.
The large scale support we need is difficult to generate but
without that support and controversy we can't hope to generate new legislation
that would require a licence ( and hence access for inspection ) of every
residential house that provides housing to the public whether is be a luxury
flat or 20 students packed into basements and attics of a 100 year old
house.
This is the solution that Vancouver has used to remarkable
effect.
The secret to adoption of a sweeping by-law like this is a
promise of fairness.
Councillor Leyton already supports this idea.
