Christopher Columbus, aka Cristobal Colon, had a fortress in Santo domingo. I have found the crest in a photospread taken by a tourista who visited the Island. http://www.phantomnetwork.com/SDQ/tnDSC05708.JPG. I have included a second example manipulated to show more detail and color; for analysis only.

The Lion was lent by King Ferdinand; a high honor, The Castle is from Queen Isabella's Crest, an honor as well. The Crown above the crest signifies Royal or Seigniorial authority. The Eagles signify Nobility and strength of mind. There is and eagle holding the entire shield as well. Traces of red stripes indicate military strength.

I'm not sure what the bar sections mean or the color of the other backgrounds but there is evidence of gold on the carved pieces. This piece was probably set on the front of the fort or his home, which seemed to be one in the same.

The bars in a Spanish coat of arms means the KIngdom of Aragon. I am afraid this is a late response and many of you may already answered Victor's question.
