Does Rama have a feature for durable execution that ensures code runs reliably to completion, even in the presence of failures, like Temporal or Restate?

Yes, this is core to how Rama topologies work. Stream topologies provide at-least once semantics by default (can also be configured for at-most once semantics), and microbatch topologies provide exactly-once semantics. You can read more about how this works at the following documentation pages:
