Licensing for Rama on-premise apps

Hi,

I'm building a developer tool using Rama. It would be an on-premise app. Rama production  cluster would be managed by my customers. How does licensing work in this case? Should my users be paying the Rama licensing costs ? Can I manage licensing on their behalf?
