Dear Colleagues,


It is our duty to inform all the distributors regarding the proceedings of the Indefinite Strike called by AILDF and FLDI jointly.


It all started after the tripartite meeting held on 31.01.2014 chaired by the honorable secretary. Both the federations were unsatisfied with the proposed changes made by the OMCs in the MDG-2014 as they were not adequate in their opinion.

After coming out from the meeting it was decided that a joint effort should be made keeping in mind the welfare of the distributors to fulfill our genuine demands.


A Joint action committee was formed comprising of the office bearers of both the federation and it was decided that the decision taken by the JAC will be final.


A joint representation was sent to the petroleum secretary lodging protest against the unilateral decision made by the OMCs and suggesting the changes to be incorporated in MDG 2014 before enforcing the same.


The JAC also met the Joint Secretary on 19.02.2014 and Additional Secretary on 20.02.2014 but did not got any positive response from them.


After not getting any response from the concerned authorities and forced implementation of MDG-2014 it was unanimously decided to go on indefinite strike w.e.f. 25.02.2014.


A press conference was called jointly by AILDF and FLDI on 22.02.2014 to give the call of indefinite strike. All the distributors were informed regarding the strike and appealed to honor the call given by both the federations.


The distributors fed up from the unilateral /one-sided policies targeting only one link of the distribution chain responded positively and took oath to make the strike successful. The Press and the Media were also published a very positive news favoring the distributors and their justified demands.


The OMCs started pressurizing/appealing the distributors to not to go on strike but we salute our distributors who instead of crumbling under the pressure stood firm on their ground.


After this an ED level meeting was called in Mumbai to settle the dispute. It was attended by Mr. Pratap Doshi, Kumar Advani and their colleagues. FLDI did not participate in the meeting and had sent their views regarding the meeting via mail dt. 23.02.2014 to Mr. Pratap Doshi and others (Mail attached).


Knowing the old habit of Mr. Doshi of crumbling under pressure it was also informed that Mr. Doshi will not take any decision without discussing the same with FLDI as it is a joint action.


JAC comprising of the office bearers of AILDF and FLDI had stuck to the decision of indefinite strike and the same was being told to the media and press calling them till the evening of 24.02.2014.


A call was made by Mr. Pratap Doshi was received telling that the OMCs are asking to call off the strike and suggesting that a high level committee would be formed comprising of OMC members and two members from each federation who were to deposit their observation till 31.03.2014.


The JAC members i.e. Mr .Chandra Prakash, Mr. Shailesh Jain, Mr. P.N.Seth  and the undersigned were of the opinion that the strike should not be called off at any cost till the MDG in question is not kept in abeyance and a tripartite meeting is called to resolve the issue.


At around 6.30 p.m a call came from Mr. J.S.Oberoi (DGM, IOCL) to the undersigned to know the views of FLDI on the matter. It was informed that FLDI does not agree with the proposal made by the OMCs as we have already submitted our suggestions to the OMCs and MOP&NG and making such committee after enforcing MDG-2014 will not bring any result. Moreover keeping in view the upcoming elections, Code of conduct will be applicable soon and no changes will be permitted.


The undersigned was informed that the president of AILDF has already agreed to OMCs proposal and has also committed to take back the strike call. In some states the office bearers also braved the threat of the State authorities but managed to convince them in their favor.


All the members of JAC sitting together were shocked after hearing this and immediately called Mr. Pratap Doshi who did not pick up the phone after some time the phone was picked by Mr. Kumar Advani who informed that Pratap Bhai is holding a press conference. The AILDF office bearer Mr. Chandra Prakash told Mr. Kumar Advani that none of the member of JAC has approved this decision and that pratap bhai should not call off the strike on his own.


But Pratap Doshi who was working in a pre-planned agenda did not listen to anybody and called off the Strike on his own.


Mr. Doshi who runs the federation as a proprietorship firm did not even have the courtesy to consult with the office bearers of FLDI before taking such disastrous decision of short selling his own distributors.


We regret the inconvenience caused to the distributor who spent their time and money for this common cause.


Some of the loyalists of Mr. Pratap Doshi for the reason best known to them are safeguarding his cowardly act as usual. Without Prejudice, I want to ask them a few questions

1.    We have already submitted all our suggestions/demands in various letters/representation to the OMCs and MOP&NG so what else can we submit now.

2.      Several bipartite and Tripartite meeting have already been conducted to discuss MDG-2014 at length without any result. Will the OMCs contradict their own submitted MDG.

3.      If the OMCs & MOP&NG were so serious to consider our demands then why they waited for the distributors to give a call of indefinite strike.

4.      Why they went ahead and enforced MDG-2014 in a hurry without considering any genuine demand raised by the federations.

5.      Why have they not kept MDG-2014 in abeyance if they think that some changes are required for which they have formed a high level committee.

6.      Why they take this step only after the distributors threatened for indefinite strike.

7.   What impact possibly can this committee have as the honorable Secretary is to retire on 28.02.2014 and above all Code of conduct that will be applicable due to upcoming elections soon . Many of the OMC officers will also get transferred in this period?

Both the federations have worked efficiently together and the JAC has nothing to do with this calling off Strike.


The reality is that Mr. Pratap Doshi who was losing his grip in the OMCs have got another chance to remain in the good books after short selling his own distributors.


I do not hold anything personal against any person but the leader should work like a leader in the interest of the people having faith in him and never like a ‘broker’ or a coward person who can do anything to retain his chair but do not have the courage to face.


Now, it is upto the distributors to understand what is right or wrong. I leave everything to their wisdom.

OMCs have called both the federations for a dialogue on 24.02.2014 at Mumbai. While we thank the OMCs for taking this initiative, but its too late as after the MDG-2014 got approved from the MOP&NG, OMCs have no power to withdraw it or keep it in abeyance. 


Both the federations have given immense time before resorting to ‘Direct Action’ to the oil companies and the ministry to reconsider their unilateral decision taken in haste without keeping in mind the practical problem faced by the distributor fraternity in their day to day business. Moreover, the discipline guidelines are enforced on only one link of the distribution chain i.e. the distributor.


FLDI is of the opinion that if the OMCs want the distributor fraternity to defer their decision of ‘Indefinite Strike’ taken reluctantly by both the federations, they should first


1.    Keep the controversial MDG-2014 in abeyance till the matter gets resolved amicably.

2.    Arrange a tripartite meeting chaired by the honorable secretary to discuss the issues raised by the federation.

As you are aware the action has been initiated by both the federations (AILDF &FLDI) jointly, we have to discuss the next course of action to reach to consensus and act accordingly.


All the issues raised by both the federations are genuine and have been taken positively by the media and the general public.


Friends, the decision of Indefinite Strike is a serious one and crumbling to the pressure of OMCs will make the distributor fraternity a laughing stock and will further tarnish the already bad image.


All the distributors across the country are standing united today and looking up to us, any indecisiveness today can have an adverse affect in future aspect.


Please send your opinion in the matter immediately to enable us to take timely decision.
