For example, if your internal domain is internal.com and your O365 organization is external.microsoftonline.com (or something akin to that), when you attempt to open a link or shortcut - the first hop is Windows creds - so it is trying to authenticate against your local domain (internal.com). I assume you are using a domain joined system?
I found that two registry keys that required permissions were causing errors like this and also with the other Office programs when opening from the web. They basically needed access by the user opening the program.
