Installation problems - "This setup requires .NET framework..."

When I try to install the program, I get the following message:
"This setup requires .NET framework version 1.1.4322. Please install
the .NET framework and run this setup again."
However, I know the PC has .NET framework 3.0 (as a reference,
Paint.NET works completely okay on this system, and that requires
framework version 2.0).
Can anybody help?
