trying to install Rails on Windows - sql error

Hi 

i was trying to install Rails on windows following this blog post 

and i got this error  , can anyone advise on,, how to resolve it...  Windows 32 bit software on my pc

 --with-sqlite3-lib

 --without-sqlite3-lib=${sqlite3-dir}/lib

To see why this extension failed to compile, please check the mkmf.log which can be found here:
