RailsInstaller 3.0 Does not Install rails.bat on Windows

Hello,

I tried installing the rails on windows using RailsInstaller 3.0 alpha and I noticed that rails.bat is not actually installed in the ruby\bin directory. This is causing the post install config script to fail. Is this just an alpha bug or is this a strange issue that just I am experiencing?
