Retrying fetcher due to error (2/4): Bundler::Fetcher::CertificateFailureError Could not verify the SSL certificate for https://rubygems.org/.
SSL seems to fail on a clean install of railsinstaller when I run the command
rails new test_install.
I have found no suggested fix that works on my Windows machine.
Should this not just work out of the box?

INSTALL package manager chocolatey.org on windows system
RUN command "choco install ruby"
*FIRST* make sure you have completely uninstalled the "rubyinstaller" before you run the choco commond

I suggest using geek uninstaller
