Having port 20 / 21 open on the EC2 instance just means that YOUR ports are open for people to FTP to. Not for you reaching out to external servers.

Are you able to connect to this FTP Server from any other host?

I have an EC2 instance with Railo 3.3.  I am trying to use CFFTP to putfile on a separate and non EC2 server.  CFFTP is configured to work in passive mode and ports 20 and 21 are open on the EC2 instance.  I am getting an error "500 I won't open a connection to "external IP" (only to "local elastic IP").  Has anyone run into this and figured out how to make it work?
