RadioTAG Specification Early Draft v0.7.1

Based on the discussion since the last early draft, a new version
0.7.1 has been created today.

In its current state, this is a live document meaning its content will
change considerably over time. It provides a clear viewpoint on where
we are currently at in terms of development of the spec.

Once we reach one of the following outcomes it will then be frozen as
a snapshot of this branch of development:
1) An agreement is made that this should be elevated to a more formal
draft specification to move towards 1.0
2) Work divulges substantially away from this draft that it should be
captured in its state and replaced with a new early draft.
