Yes, I think so. You have a RF generator and Receiver so a VNA is possible with the correct software.
The downside is the limited bandwidth. Tools like Nanovna, TinySA have huge bandwidth and are low cost.
You can add some mixers but that increases cost.
You can add return bridge and other options, but it will be quite a software project.
