Update to Radio2 user shortener prefs

I had to switch over temporarily to bit.ly because Adjix is down right
now, and in doing so discovered that the prefs page for Adjix was
incorrect. Fixed it.

This is important if you want to use your own shortnener prefs to
override the system manager's prefs. If you don't care, feel free to
ignore.
