I built this myself a few years ago using an Arduino Mega 2560 and a DDS AD9910 Arduino Shield V1 from here:

The generator is clocked by an OCXO giving good accuracy:

The firmware is open source.

Frequency range is 100kHz to 420MHz in 1Hz steps (could be overclocked to 600MHz with added cooling).

Output is 0dBm to -72dBm sinewave: CW, FM and AM.

Requires a 12Vdc 1A power supply.
