More FIR events in 2009

As it stands every player who participates in an FIR event in 2009
plays a license fee.
To give better value money for players it makes sense to have more
tournaments. Can the ranking system allow for this?
One option to give some control: Every country with "5 votes at the
AGM or more" - generally the major players in racketlon as it stands

Germany, Sweden, Austria, Belgium, Netherlands, Canada, Switzerland &
England.
These countries could hold up to 4 FIR events per year and other
countries allowed to do up to 3?
