Different behaviors between Racket 7.4 and its CS variant

Hello everyone,

I observed the discrepancy between the outputs of Racket 7.4 and its CS variant on a function that uses the random number generator. Please see the following two screenshots. Is the behavior expected?

I've fixed `random-seed` for Racket CS to be consistent with
traditional Racket (as was intended).
