New Package Catalog Interface Update

Today I have been working on the package catalog server.

You shouldn't notice any interruption to the regular service at
http://pkgs.racket-lang.org/.

The changes were mostly to do with rearranging the infrastructure so
that we can transition to the new interface, currently running on
https://pkgn.racket-lang.org/.

If you try out the new interface, and notice bugs, again, please let me
know!

One important bug I do know about is
https://github.com/tonyg/racket-pkg-website/issues/11, which prevents
package editing on pkgn from working properly. It's first on my plate.
