new macro expander

I've merged the set-of-scopes macro expander to the main repo. It will
take a few minutes for pkgs.racket-lang.org to pick up the package
updates, but then things should be ready to go.

Ideally, you won't even notice the change with you `git pull` and then
`make`, but I expect problems.
