tech links in the scribble manuals css

The Scribble manuals CSS is very pretty, but I'd like to beg that the
styling of `tech` links be changed back to the old look (more like
normal text rather than full-fledged links, such as with just a subtle
gray underline).

For the latest example, imagine how the following section would be more
usable if all the "package catalog" links were styled as normal text
with light gray underlines:
https://docs.racket-lang.org/pkg/Package_Concepts.html#%28tech._package._catalog%29

You could see at a glance what were non-`tech` links (and perhaps what
were particular technical terms), and your reading wouldn't be
interrupted so much by blue.

I've seen better examples than that, too. It's just the latest one I saw.

Begging not necessary, as I am a fan of subtle hyperlinking (despite the hate mail that it has historically provoked — sorry internet, I'm standing my ground). But in the docs, links are distinguished by color, and underlining reserved only for hovering. I believe external links are colored lighter gray; I think this could be applied to tech links also.
