raco setup hang during build on s390x

It seems that raco setup is hanging during the build of 6.12 on
Debian/s390x [1].

The last lines look like:

racket/racket3m -X "/<<BUILDDIR>>/racket-6.12+dfsg1/debian/tmp/usr/share/racket/collects" -G "/<<BUILDDIR>>/racket-6.12+dfsg1/debian/tmp/etc/racket" --no-user-path -N "raco" -l- setup --no-user -j 2 --no-docs --no-zo
raco setup: bootstrapping from source...
triggered by use of non-".zo" file
path: /<<BUILDDIR>>/racket-6.12+dfsg1/debian/tmp/usr/share/racket/collects/compiler/cm.rkt

I can duplicate this interactively. Any suggestions to debug?

I poked at this a bit more, and I discovered just running
"racket/racket3m" without any arguments prints

Welcome to Racket v6.12
SIGSEGV MAPERR si_code 1 fault on addr 0x3ffbb9e4000

At a wild guess, maybe some change in 6.12 broke GC on s390x?
