I´m changing my computer and I got a weird error. I solved this error,
but I'm posting this in case someone gets the same error in the
future.
I copied all the folder with the Racket repository from one computer
to the other instead of using git clone. [Is this a good idea?] [The
same error may happen if you copy or rename the folder.]
When I tried to compile Racket with nmake I got this error:

It was weird, because the C compiler aparently was correctly
installed, and the file was in the correct path and the Racket
repository worked right in the old computer ...

I looked at the folder and deleted the hidden files [in particular
gracket9.sln.cache] and the project compiled correctly.
[If you look more carefuly, the error references in one part the
OldUser and in other part the NewUser, but I didn't read it carefullly
enough.]
