Rails developers on Windows (hello, hello … anyone here?) should now
be able to work on Racing on Rails. I've upgraded the Excel-parsing
library and fixed a few Windows issues.

The Selenium tests don't run, though, because of a Rails 2.3 bug.

Also, drag-and-drop is a bit suspect in IE. If you're doing admin
work, I suggest Firefox or Safari.
