Newand existing assistance programs are currently available, all purposely designed to help those affected by the economic impacts of COVID-19 or other hardships encountered over the course of 2020 and 2021.

Emergency Rental Assistance Program funds are available to help eligible residential renters pay up to 12 months of past-due rent and utility bills dating back to March 13, 2020. Complete details about the SC Stay Plus program and an online application for renters are available at schousing.com/Home/SC-Stay-Plus. Applicants may also call 800.467.0412 to start the application process. The deadline for applying for funds is Sept. 30, 2021.


This income-based assistance program allows those earning below certain income thresholds to qualify for federal energy bill assistance money. The qualifying income thresholds are based on factors that include household income and the number of people living in your home. Some customers may also qualify for assistance from various government and nonprofit programs for utility bills and other household expenses. Customers can learn about agencies that serve their area, by dialing 211 or visiting sc211.org online. This free service helps connect customers to local community agencies supplying aid for a wide range of needs, including help with energy bills.

Water and Sewer

Union County Water provides the majority of the Town's water and sewer. They can be contacted by dialing 704-296-4210. A small portion of Town is served by Carolina Water Services of NC. They can be reached at 1-800-525-7990.




When street lights are out, citizens who use Duke Energy can contact Duke Energy to report the street light outage at Street & Area Light Repair Map - Duke Energy (duke-energy.app). If you use Union Power, you may contact the Public Services Division at 704-821-5401 or by e-mail. Please provide your name, address, phone number and the specific location by address of where the light is out. Also, let us know which power company is used in your neighborhood and we will forward this information to the correct power company.



The normal policy of both companies is to repair burned out lights within 5 business days, unless there are specific wiring problems. If underground wiring is an issue then the policy is up to 10 business days.



Citizens and subdivisions requesting new or additional lights may follow the Town Street Lighting Policy to make these requests.

Residents may request to have a single street light installed to better illuminate the streets in their neighborhood. The standard installation includes a full-cutoff fixture mounted on a wooden utility pole. The street light is typically placed on the best available existing wooden utility pole. A new pole may be set if necessary.


The installation of an individual street light involves a simple process. A resident requests a street light by contacting the Traffic Engineering Division. A representative from the division will determine if the requested area qualifies for an additional light. If the additional light is approved, the City will authorize Duke Energy to schedule the installation. Duke Energy will install the street light in about 6 weeks, and the City will pay for the power to operate it.


The City of Greenville arranges for the repair of street lights, street light installation, and pays the electric bill. If the light is a privately owned fixture, you may use the form on Duke Energy's website or you can call Duke Energy's Customer Service Center directly at 1-800-653-5307.


Work that involves alterations to the structure, additions, extensions or replacement of insulation, wiring, plumbing, heating and air conditioning require permits & inspections. The scope of your project will determine if additional permits are required.


The certificate of occupancy will be sent to your power provider the day after your very last inspection has been passed. It is your responsibility to apply for power with the power company prior to the issuance of the certificate of occupancy. Notification is sent one time daily at 10:00 a.m. This is the only time of day we can send certificates of occupancy to the power company.


If your property is located in one of the municipalities the certificate of occupancy is sent to the municipal zoning office of where property is located. It is then the responsibility of that zoning office to send to your power company.


If you are in Henderson County's zoning jurisdiction you may pick up a copy of your Certificate of Occupancy at the Permit Center located at 100 N King St, suite 220; office hours are Monday - Friday 8:00am - 4:30pm.


Except as exempted by NC General Statutes 87-1, 87-21 and 87-43 and NC Contractor Licensing laws all General Construction projects with the value $40,000.00 or greater and all trade construction (electrical, mechanical and plumbing) regardless of value shall be performed by appropriately licensed contractors. Being an employee of a licensed contractor does not qualify an individual to do work outside of the business of the employer. When a license is required, it is not legal for any person to work a licensed contractor unless that person is a legitimate employee and under direction of that licensed contractor. It is not legal for any licensed contractor to allow any employee to perform work that requires a license, if that work is not directly under his/her control and/or the work is not legitimate part of the business of that licensed contractor. Violations of licensing laws carry significant penalties.


Failure to comply with laws requiring permits, licensing and inspections is a criminal act that may result in fines, penalties and criminal prosecution. A building can be condemned or utilities disconnected for violations of these codes. Illegal construction, renovation and/or occupancy of any building not complying with these requirements are prohibited by state law. (See NC G.S. 153A-371 & VC P&D Fee/Policy, section1.3) Penalties in Henderson County can also include $200 + permit fee.


Permit fees are assessed and calculated per trade and per building for new commercial projects, renovations, and additions. Construction cost will be assessed on total contract cost including but not limited to labor, materials, supervision, overhead, profit, architectural/engineering plans, and specifications; or the most current International Code Council's (ICC) "Building Valuation Data", whichever is greater.


Building Permits expire six (6) months after applying for permit if no inspections have been completed; If inspections have been made permit will expire twelve (12) months from the date of the last inspection.
