No. Government is crossing limits and supporting encounters in time of

Naxalites are not so cruel like police and government. Police and
government are only crossing limits.

Naxalites were faring well when their goals were defined well and they
stuck and worked towards acheiving them. But now, youth with no job and
poor people are being taken as naxalites. they donot have an urge to
improve the society or do something for the community. They take this
path just to extinguish the fire in their hearts for the pathetic life
they are leading. They want to blame somene for their condition. In
this game, some of them find fun and excitement in killing, blood,
weapons etc... Because of all this, their goals change. Some of them
behave like maniacs. Because of these few, the whole group is under the
blame. Police hunt them. Now their target is to kill those people who
were responsible for the death of their partners and escape from the
police to save their own lives.
In this scenario, where do their ideals stand? Nowhere!!! better
give them a living and freedom and then see if they are of some use.
That was the idea of the government. This is a good move because
everyone will come to know of the ideals and goals of the naxals by
this process. let us see if they will be able to convince the people
about their ideologies.

Government is benefiting only rich people and neglecting poor people.
These rulers cannot prevent people joining naxalite movement.
