Cannot see 'Shovel Management' RabbitMQ web GUI

I have installed RabbitMQ on a Google VM using click to deploy. The version installed is 3.2.3, it all seems to work fine except when tring to use the 'Shovel management' plugin. After enabling 'rabbitmq_shovel' and 'rabbitmq_shovel_management' via rabbit-plugins and restarting the instance I still cannot see Shovel management in the admin, however, I can see 'Shovel status'.

Has anybody else experienced this issue using RabbitMQ on gcloud compute?

In 3.2.x rabbitmq_shovel_management just gave you the ability to monitor
shovels defined in the rabbitmq.config.

Dynamic shovels (http://www.rabbitmq.com/shovel-dynamic.html) were
introduced in 3.3.0.

So nothing is broken, the feature just doesn't exist on the version you
are running.
