can't set_permissions to a user

Hi,

I am not able to set permission to a user, I have shown the error rabbitmq throwing.

Management plugin interface is not accessible although the Management plugin is enabled.

This is https://github.com/rabbitmq/rabbitmq-server/pull/747. This is a standard
library issue, restarting the node will help.
