Just installed RabbitMQ and I can't seem to get it to run

I get an error whenever I try to start my first service

I get erl_crash.dump file and the slogan is 

"init terminating in do_boot ({undef,[{rabbit,boot,[],[]},{init,start_em,1,[{_},{_}]},{init,do_boot,3,[{_},{_}]}]})"

I've set the environment variables for both ERLANG_HOME and RABBITMQ_BASE.

I've tried uninstalling and re-installing.

I'm running everything as admin and I even installed as admin.

I'm running RabbitMQ ver 3.11.0 and Erlang 25.1

Am I missing something?

What is the exact version of Windows you are using?

That is not my discussion. 

The version of Windows I am on is Windows 11 Home 10.0.22000 Build 22000

I can't reproduce what you report. Here is what I did:

• Started a Windows 11 VM using Vagrant (Vagrantfile is attached)
• In the VM, ran Windows Update
• Downloaded Erlang 25.1.1 from http://erlang.org/download/otp_versions_tree.html, double-clicked the installer, used all the defaults
• Downloaded RabbitMQ 3.11.1 from https://github.com/rabbitmq/rabbitmq-server/releases/tag/v3.11.1, double-clicked the EXE installer, used all the defaults. The RabbitMQ service started successfully
• Opened an administrative command prompt
• In the command prompt, I ran copy /Y C:\Windows\System32\config\systemprofile\.erlang.cookie C:\Users\vagrant (https://www.rabbitmq.com/cli.html#erlang-cookie)
• Opened the RabbitMQ command prompt, and ran rabbitmqctl.bat status - output is below:
