Just installed RabbitMQ and I can't seem to get it to run

I get an error whenever I try to start my first service
I get erl_crash.dump file and the slogan is 
"init terminating in do_boot ({undef,[{rabbit,boot,[],[]},{init,start_em,1,[{_},{_}]},{init,do_boot,3,[{_},{_}]}]})"
I've set the environment variables for both ERLANG_HOME and RABBITMQ_BASE.
I've tried uninstalling and re-installing.
I'm running everything as admin and I even installed as admin.
I'm running RabbitMQ ver 3.11.0 and Erlang 25.1
Am I missing something?

What is the exact version of Windows you are using?

That is not my discussion. 

The version of Windows I am on is Windows 11 Home 10.0.22000 Build 22000
