Create queue when up docker-compose

How can I have a docker-compose with rabbit make it through this file or the dockerfile to create a new queue

Please see this repository as an example - https://github.com/lukebakken/rabbitmq-server-5895-mqtt/tree/main

Note that the definitions.json file contains some queue definitions.
