My log file dates back to 2017 and is now 100GB and filling up my Windows OS drive.

Can anyone tell me how to set up log file rotation?  Failing that, is it safe for me to delete the log file and, if I do, will it be recreated?

A quick search on google will find this solution.

Is it possible to do it via the rabbitmq.config file?

it's a general job for log rotation I may think.

Is it possible to configure log file rotation via the rabbitmq.config file in RabbitMQ 3.6 for Windows?
