Memory usage is too large by quorum queue tables, while quorum feature is not used and this feature is disabled when startup..

Hi, all  , I found that my rabbitmq server memory usage is out of expectation,  But no message was  stuck in the queue. and I did not use this feature never.

I disableed the default feature of quorum by feature flag.

But this problem appeared again. 

I was confused. see the pics below:

quorum queue tables used 200+MB of memory.

I want to know how to solve this problem?
