Enable Management Plugin RabbitMQ On Windows

I am running RabbitMQ v3.6.0 with Erlang 18.2.1 on Windows 7. when I use "rabbitmq-plugins enable rabbitmq_management",have this problem：

Plugin configuration unchanged. 

Applying plugin configuration to rabbit@BD-YF-AMD7... failed.  
Could not contact node rabbit@BD-YF-AMD7.    
Changes will take effect at broker restart. 
Options: --online  - fail if broker cannot be contacted.
         --offline - do not try to contact broker.

I don't know why, if you have a similar problem, please help me.

Is RabbitMQ running on said host? If the host local or remote? Can a firewall prevent
`rabbitmqctl` from contacting RabbitMQ?

For local cases, there is the --offline flag that doesn't need to contact the node but
requires its restart to notice plugin configuration changes.
