Is it possible to prevent rabbitmq from auto-creating queues?  I want to register them first.

What do you mean "auto-creating" queues? RabbitMQ doesn't create them, the application code does.

For example, in the command line, if I use "-Q" I can right anything I want and it creates the queue automatically.

For example: celery.exe -A pcs -Q fake-queue

Where pcs is the application...

Is this more celery?

Yes, Celery declares them. Note that in some cases it probably cannot avoid doing that.

Take a look at Queue-TTL here: https://www.rabbitmq.com/ttl.html#queue-ttl
