Cowboy Stream, federation status 500

Thank you very much for making RabbitMQ an open source project. It is a fantastic product and community.

Testing RabbitMQ 3.13.3 with Erlang 26.2.5 on Windows 2022. Out of 5 machines 4 are ok but one is slower than the others and I see the following error trace in the logs. From the trace I am guessing it's something related to collecting metrics about federation. Would you be able to please help understand what the issue is?
