Does rabbitmq mqtt plugin support 3.1.1 protocol?

26356 fix incorrect reporting of MQTT protocol version when using MQTT 3.1.1

Or being developed?

Yes, the target version has been 3.1.1 since 3.4.x.

We will update it, thanks.

It should be pointed out that the difference
between 3.1 and 3.1.1 is nearly irrelevant as far as practical use goes.
