Broker Unreachable - RabbitMQ outage?

We have been receiving intermittent errors related to Broker Unreachable. is there an outage?

There is no evidence of a problem in RabbitMQ. .NET client has run into an exception when connecting,
and one of the messages suggests it happened during hostname resolution.

We have a doc guide that covers a methodology that significantly reduces the amount of time it takes
to narrow down a connectivity issue [1]. See server logs [2] for clues as well [2].
