ANN: RabbitMQ 3.7.4 is released

On behalf of the RabbitMQ team I'm happy to announce that RabbitMQ 3.7.4 is available for download from GitHub [1], Bintray [2], Package Cloud [3].

This is a patch release with some bug fixes and enhancements.

### Upgrades and Compatibility

This release has no known incompatibilities with earlier 3.7.x versions.
