conf file not working in RMQ 4.0.7 Erlang 27.2.4

Hi Team ,

We have used the classic format of config file rabbitmq.config till now. This is working fine even in latest version.

Now while trying to use the new format , rabbitmq.conf file , the server is not coming up and writing erl_crash dumps.  Also , there are no logs written as well. The log file is not getting generated.

Attached snapshot of the new conf file that I am trying to use.

Also attaching the snapshot of erl crash dump 

Please let us know if there is any issue in the .conf file

We are using conf file not config file
