overlfow: reject-publish cannot be specified as a policy definition

Version RabbitMQ 3.5.3
Erlang 17.5.3
I am trying to add a policy as per this document, https://www.rabbitmq.com/maxlength.html

quote

rabbitmqctl set_policy my-pol "^two-messages$" \
  '{"max-length":2,"overflow":"reject-publish"}' \
  --apply-to queues

I am trying to mimic this in the gui (see screenshot) but it is not working
Can someone help

Hi Jacob,

Neither the version of RabbitMQ nor Erlang that you are using is supported. Please upgrade to the latest version.

The documentation guide you are looking at covers RabbitMQ 3.7.x. 3.5.x has gone out of support almost three years ago [1].
Please upgrade [2][3].
