something is confuse, i dont get how to use rabbitmqctl for make this behaviour

how to grant permission for user1 as tag:administrator for vhost:vhost1

and

with the same user1 should have tag:monitoring in vhost:vhost2

rabbitmqctl set_user_tags user1 [{''vhost1','administrator'},{'vhost2','monitoring'}] ?
